San Clemente city leaders voted to move forward with tighter rules for downtown outdoor dining structures known as parklets after hours of public testimony and council debate.
Acting city planner Zach Ree told the council staff’s proposal replaces earlier guidelines with enforceable design standards: parklets should be “squared off,” limited in height, use transparent, lower railings and higher-quality furniture, and plantings should be succulents or California native species maintained by operators. “Staff is recommending that parklets be no higher than 12 in above grade,” he said, noting other changes that would cap how many parklets can operate on Del Mar Avenue and downtown public property.
