Salsbury Fire Chief reports high resuscitation success, rescue truck delivery on schedule

Chief Frampton presented the Salsbury Fire Department's first-quarter statistical report to the council on April 27, describing call volumes, outcomes and program developments.
Frampton said the department responded to 3,296 EMS calls in the first quarter of 2026, a 1.6% decrease compared with Q1 2025, and that the department successfully resuscitated 10 of 31 patients who received attempted resuscitation in Q1, a 32% survival rate which he contrasted with a stated national average of about 8%: "I'm happy to report that we were able to successfully resuscitate 10 of them or 32% which is exceptional." He also reported zero fire deaths and two minor civilian fire injuries during the quarter.
Frampton discussed mutual-aid usage—outside departments assisted 34 times in Q1 and outside EMS units came in 56 times—and said the department is tracking response-time goals (about four minutes travel time on average). He noted that the fire-marshal's office generated roughly $316,000 in revenue from plan reviews this quarter.
Logistics and programs: Frampton said a rescue truck ordered three years ago is in final production with inspection scheduled May 19-21 in Wisconsin, and that the department expects delivery in a few weeks. He also described a growing cadet program (six cadets), a junior-fire academy schedule (July 6-10 and Aug. 10-14), an active drone program with two drones and three pilots, and a continuous-use SCBA policy for cancer-risk reduction.
What happens next: Frampton will email the presentation to staff and return to the council with more complete Q2 data when vendor reporting issues are resolved.
