Committee advances resolution supporting 'Eric's ID' emblem for state IDs, urges inclusion of student IDs

The C Committee voted in committee to advance a resolution supporting "Eric's ID," a proposal to allow an optional emblem on state identification that would signal an individual has an "invisible disability," the committee heard April 29.
Representative Thompson described the proposal as "an emblem ... that will be placed on all IDs" so that people with invisible disabilities would not need to explain behavior during interactions with law enforcement, and said legislation was already introduced at the Council by "Lewis, George, and Parker." Representative Goule urged the committee to add a request that student IDs be included so council markup could consider the change.
Committee members discussed whether board members could testify at Council hearings in their official capacity. Representative Chamberlain asked whether committee members could appear "and speak for" the committee at a Council hearing; Representative Goule said a board resolution would permit the board to testify "not just in our individual capacities, but as the board's official position on a measure."
Dr. Fleer, staff to the committee, confirmed the procedure for advancing the item: the committee can vote it out to the working session, draft a resolution for the working session, and, if approved there, forward it for a full-board vote and possible committee testimony before the Council.
The chair moved to advance the measure to the working session as a resolution, and members seconded the motion; the chair said the "ayes have it." Committee members directed staff to draft a resolution reflecting the committee discussion and to keep committee members looped in to the drafting process.
Next steps: staff will prepare a draft resolution in time for the May working session; if adopted by the board the committee intends to testify in support at Council hearings. The committee did not record a roll-call vote in the transcript; the advancement was by voice vote.
