The EAC considered an added agenda item about an unpermitted parking expansion at 7 Community Drive used by Aspire, a provider of services for individuals with special needs. The expansion — installed in 2025 to accommodate staff training — added approximately 25–30 parking stalls without prior planning board or environmental review and lacked stormwater conveyance, which led to localized ponding affecting neighboring properties.
Proposed remedy: the applicant's engineering team proposed to install swales along the eastern and southern edges of the lot leading to a small detention basin and to convey outflow into an existing town storm sewer adjacent to the property. Additional landscape screening (hedge rows) would be added on the eastern perimeter to reduce visibility and runoff effects.
Town conditions: staff asked that, if a town storm line access point falls within the property boundary where the north–south and east–west lines intersect, Aspire and the town coordinate to install a cleanout or access structure so the town can maintain that junction without disturbing the new parking work.
Decision: after discussion of drainage design and coordination, the EAC recommended a negative declaration and asked the applicant to finalize construction plans, confirm whether any future expansions are planned (which could elevate permitting requirements), and provide a plan to locate any storm line junctions before construction.
Ending: the EAC forwarded the recommendation to the town board and noted construction should proceed only after agreed access and drainage measures are in place.
