Bay County commissioners approve agenda, library millage placement and a package of routine contracts and grants

The Bay County Board of Commissioners convened and, by a series of voice votes, approved its agenda and a slate of administrative items including a library millage placement, intergovernmental revenue-sharing, a prosecutor victim-rights grant, several procurement awards and routine financial reports.

The board voted to place the Bay County Library System millage renewal on the 11/26/2026 ballot after a motion and second. Commissioners also approved a 2026 revenue-sharing agreement among Bay County, Monitor Township and the Monitor Downtown Development Authority; Corporation Counsel and county attorney Kevin Kilby were present to answer questions.

The board approved the Bay County Prosecutor Victim Rights Grant Agreement for 2026–2027 after the prosecutor said the grant program predated the current officeholder and had been discussed in prior years. Other approved items included a BS&A cloud conversion for the treasurer’s office, a Summit Fire Protection agreement, a 9-1-1 Central Dispatch workstation upgrade, and contract awards to Gebbridge and Company (juvenile home financial assessment) and Spence Brothers (community center pool locker room remodel). Finance presented an analysis of General Fund equity for 2020–2026, and the board voted to receive the report. The Office of Assigned Counsel’s March 2026 report was received as submitted.

Votes were recorded by voice; the roll call earlier in the meeting showed five members present. Where motions were moved and supported on the record the chair called for the ayes and the motions carried by voice vote.
