Council approves Vix Churros concession agreement with 30% revenue share after resolving staff report discrepancy

Irene Ortiz, who said her family business is based in Ceres, told the council Vix Churros has worked with local schools and community events and holds the required licenses and insurance. "Because we are from this community and we have a long lasting history here, we truly understand the needs of the people that we serve," Ortiz said.
Council members and staff noted the staff report packet contained conflicting language about the vendor’s percentage (written text vs parenthetical numbers) and that the agreement itself contained another differing figure. Staff confirmed the city intended a 30% share and committed to correct the resolution and contract language before execution. Council also asked that the contract explicitly require compliance with federal, state, county and city laws and business licensing.
Council approved the motion to authorize the interim city manager to execute the corrected agreement at a 30% revenue share; the motion passed 4‑1 (Council Member Casey opposed).
