Planning commission grants one‑year site-plan extensions and six‑month water/sewer extensions for Twin Ridge Professional Park parcels

The Mount Airy Planning Commission voted on April 7 to extend previously approved site plans for two parcels in the Twin Ridge Professional Park and to extend the corresponding water and sewer allocation permits so their expirations match on May 20, 2027.
John Breeding, the town’s planning director, said the final site plan for the parcel that became lot 7A was approved Nov. 28, 2022, and that the relevant mylars were signed Nov. 20, 2024. Under the town code the applicant must begin the building-permit process within 18 months of the mylar signing. "So 18 months from November 20th, 2024... takes us to roughly May 20th, 2026," Breeding said, explaining why the applicant requested a one‑year extension.
Paul Dotco, president of LDG Inc. and the property owner, said coordination with third parties (including CSX), inflation and softening market demand delayed permitting and construction. "When we... had the mylars signed on November of 2024... we had an issue with CSX... and then inflationary pressures... so we're asking that we can have this extension to hopefully see the economy settle back into a point that we're able to move forward," Dotco told commissioners.
Staff recommended a one‑year extension of the site-plan approval for lot 7A to May 20, 2027, and a six‑month extension of the water and sewer allocation permit so that both instruments expire on the same date. The commission approved the site-plan extension for lot 7A (vote recorded 4–1) and also granted the six‑month water/sewer allocation extension (vote recorded 4–1). Commissioners discussed whether delays were within the developer's control, stormwater and construction‑phase traffic, and the proposed phasing of construction.
Commissioners later considered a mirror request for lot 18A (another parcel in the same park). Staff confirmed the same mylar-signing date and recommended identical extension dates; the commission approved both the site-plan extension and the six‑month water/sewer allocation extension for lot 18A (votes recorded in favor).
The commission directed staff to document the decisions and to annotate the project files; no new conditions beyond the approvals were recorded at the hearing.
