EDTA approves change order and fencing bid for police training range using donated funds

The EDTA trustees approved a change order and authorized a fencing contract Thursday to complete upgrades at the police department firearms training range, largely funded with a Cherokee Nation donation.
Trustees voted to ratify a field authorization that adds 837 square feet to the pistol pad, a 40-by-10 Connex slab, a 4-by-5 sidewalk from the canopy to the Connex pad, grading and scraping, and a modification of rifle-range pad layouts. The chair reported the project’s fund balance at $15,006.16 and said the balance would fall to $8,004.16 if the change order is approved. "Any project that you're doing, there's gonna be change orders and stuff," the police chief said, describing site adjustments needed for drainage and additional excavation.
The trustees also awarded the bid to install approximately 365 linear feet of 6-foot galvanized chain-link fence at the training range to GW Construction and Fencing as the lowest responsive bidder at $9,300. The EDTA had $8,416 on hand for that line item; the remaining $884 was to be paid from police department or other city funds as determined by the police chief and mayor. Competing bids cited in the discussion were M and M Properties LLC ($12,300) and Oklahoma Construction Solutions ($14,200).
The police chief described trade-offs made in the field layout and said some extra concrete was the result of adjusting for a drainage berm and adding shooting lanes. He told trustees crews had already set posts and that, aside from final gravel, a 10-by-10 pad for a bathroom and two light poles would bring the range to a functional state. The chief said the long-term plan includes cameras and additional infrastructure to monitor access.
Motion and vote: Trustee Fred moved to approve the change order; the motion was seconded and carried on a roll call vote. The trustees later moved and approved the fencing award and authorized the police chief to execute related documents.
Next steps: Staff will finalize contracts and the police chief will coordinate any remaining funding transfers to cover the small outstanding amounts for the fencing work. Further work on site grading and finishing will proceed as funds and schedules allow.
