The Palm Springs Parks and Recreation Commission on April 27 voted to recommend a memorandum of understanding (MOU) formalizing the relationship between the City and the Palm Springs Parks Foundation.
The MOU, which staff said was drafted by the city and reviewed by the city attorney, defines the commission’s focus on policy and procedures and assigns the foundation responsibility for fundraising tied to three pillars: water, shade and activation. Director staff told commissioners the agreement aligns with the parks and recreation master plan and, if the commission’s recommendation is confirmed, the MOU will go to City Council for consideration on May 27.
Vice Chair Nagaya and commissioners approved the measure in a roll-call vote. The clerk recorded affirmatives from Vice Chair Nagaya; Commissioner Admire; Commissioner Diaz; Commissioner Ferguson; Commissioner Finland; Commissioner Phillips; and Commissioner Rody. Staff did not record a named mover or seconder in the transcript; the motion was entered and approved by roll call.
The commission’s action is a recommendation only; Council consideration is required for the MOU to take effect. Staff said the city attorney reviewed the document and that the MOU mirrors other city agreements with nonprofit partners.
The commission concluded the item after the roll-call vote. The MOU will next appear on the City Council agenda on May 27 for final action.
