Bill 5482 (substitute) rezoned land per application RZ26‑01 from R1A to R1D after the council accepted a substitute text; members again recorded unanimous affirmative votes. During the discussion council members emphasized that stormwater and detailed site‑plan issues are reviewed and approved by staff during later site‑plan review, not by the rezoning vote itself.
Bill 5483 authorized the county executive to enter a memorandum of agreement to deploy police drones in partnership with public and private entities. Staff said overlay maps were created from call‑for‑service heat maps and that some overlap with neighboring jurisdictions is expected; the police chief said the program will be coordinated through the regional information/intelligence center (the RICk).
Budget and personnel bills passed: 5484 (convert an intermittent computer forensic investigator to full‑time), 5485 (transfer appropriations within the Public Health Department budget) and 5486 (accept an amendment from the Missouri Department of Health and Senior Services for violent death and overdose death surveillance reimbursement).
Introductions: two bills were introduced for future action: 5487 (move a police training coordinator position between bureaus to reflect organizational structure) and 5488 (temporary construction easement with the City of St. Peters for Lone Wolf Park).
What the votes mean: these votes advance the county's administrative and public safety priorities (drone MOA, staffing in police and health) and clear the way for later procedural steps on land‑use and STR policy. The rezoning decision does not equate to site‑plan approval; council members and residents were reminded technical engineering questions (stormwater retention and detention ponds) are handled in staff review and permitting.
