Engineers said the existing diversion is old and unsafe and that they are working on cultural surveys, stream‑alteration permitting and coordination with local water users. Salina City presenters outlined a motocross and all‑wheels complex to host regional events, with parking and camping infrastructure, while Farmington City pitched Jet Star Hills, a three‑acre all‑wheels and skate park using donated roller‑coaster components to create an identifiable regional amenity. Both cities highlighted event promoter interest and potential economic benefits for rural communities.
Davis County requested funds for a 5.25‑mile shoreline trail segment and two long‑span bridges to connect Kaysville Wilderness Park with Farmington Pond; the project emphasizes regional connectivity, transit links and access for diverse communities near Hill Air Force Base.
Board members asked presenters detailed operational and accessibility questions (on fees, rentals, ADA equipment, maintenance and permitting). Staff and the applicants committed to following up with written details on accessibility equipment, rental/fee policies, permit status and secured matching funds as part of the final award process.
