Black Hawk County approves routine payments, staffing rates and land‑use hearings; marketing purchases OK'd

At its April 28 meeting the Black Hawk County Board of Supervisors approved routine finance and administrative items, acted on several staff requests and received department updates on roads and IT infrastructure.
County staff reported total bill payments of $24,732.76 for the day, with $3,213.15 charged to fund 6040; the board approved a resolution authorizing the auditor to issue payments. Members then received project updates from County Engineer Kathy Nicholas: Dyes Road remains closed north of the quarry for bridge work, paving on Donald Street is planned in May (weather permitting), and roadside spraying is scheduled later this summer.
The board approved a resolution setting hourly pay rates for election staff (lead voting‑machine technician rate noted at $16.50 per hour and technicians at $15.37 per hour) and approved a budgeted purchase of branded materials not to exceed $7,000 (marketing coordinator Gabby Dit said $5,000 would cover t‑shirts and $2,000 other items). Dit told the board prior rebrand merchandise has been well received and that staff and community events motivated the replenishment request.
The board also approved a travel request for Dit to attend the TCU Certified Public Communicator program (July 26–31, 2026) with an estimated cost of $2,635, and it approved a minor subdivision (2.88 acres) to split a house from surrounding farmland at 301 West Marquee Road. The auditor was directed to advertise a public hearing for May 12, 2026 at 9:05 a.m. on proposed Ordinance No. 77‑307, a rezoning petition to allow a private landing strip at 6410 North Butler Road.
IT staff reported AV and microphone upgrades under consideration for the boardroom (moving to gooseneck mics and adding an additional audio channel), and the IT director said a nearly completed server migration will require a second phase scheduled over a weekend with limited planned service interruption.
Facilities director Rory Giving briefed the board on a pending state bill (Senate File 2430) concerning flag display at public buildings and said staff would ask legal counsel to review the statute to determine county obligations and potential costs for poles or alternative display methods.
No controversial votes were recorded in this bundle of routine business; each item passed by voice vote or roll call as noted in the minutes.
