Richland County approves consultant for roundabout and awards Marian Avenue bridge bid

Adam, a member of the county engineer's office, told the board the county solicited letters of interest for construction administration on the roundabout project and recommended “K McCarten,” which provided a price proposal of $241,990. Adam said funding will come from Richland County Regional Planning, an Ohio Public Works grant and county road-and-bridge funds, and that the grants are expected to cover roughly 80–90% of the consultant agreement’s cost.
Commissioners moved and approved the consultant agreement following the staff recommendation. “They have provided a price proposal of $241,990 for those services,” Adam said during his presentation.
On the Marian Avenue Road bridge replacement, staff reported three bids and identified RNI Construction as the apparent low bidder with a bid of $793,684.65. The transcript records the staff’s engineer estimate in the meeting minutes as “1,13,610” (format unclear in the record). Adam said the project is covered by a 100% grant through the County Engineers Association program.
The board also approved a motion to amend an engineers’ letter date from March 23 to April 23 to match the correct bid-opening date and then approved proceeding under the corrected date. Staff told commissioners the project’s contract completion requirement is 120 days from the start of construction.
Commissioners and staff answered questions from the audience and media about project timing and utility work; Adam said some utility relocation (including moving an Ohio Edison support pole) had already occurred at the roundabout site and the consultant expects to begin work toward the end of May with major construction in the fall.
The board approved the consultant selection and the bid award by roll-call/voice votes recorded in the minutes.
