Engineer Bill Hulesen asked the Leverne Planning Commission on April 28 to defer consideration of a truck‑parking site plan for 1370 Halquaker Boulevard after staff said the project’s proposed sewer connection was not accepted by the neighboring sewer authority.
At the meeting, planning staff explained the site plan covers a 2.51‑acre parcel (Tax Map 17, Parcel 28.01) in the ID interchange zoning district and that the applicant had shown a sewer line tying into a Metro manhole located across the county line. "We had a meeting with Metro on Friday, asked them about this, and they said they cannot accept it," staff said, adding, "right now, we do not know where the sewer service for that building is going to be. So, staff cannot recommend approval." (Quote attributed to Mr. Logan, staff.)
Bill Hulesen, identifying himself as representing Hules Steel Engineering for the applicant, said the team discovered they could not connect to the closest manhole to the west but found another manhole slightly farther east. He told the commission the eastern manhole had been checked and was about 20 feet below the project elevation and that further surveying and design work was needed. "I think the best thing to do at this point is to request we will request a deferral so that we can get that surveyed and checked out and make sure that sewer will work to the east," Hulesen said.
Commissioners motioned and seconded a request to defer the item to allow the applicant to resolve the sewer routing. After a brief procedural exchange about administrative deferrals, the motion passed on a voice vote; the chair told the applicant the project would be re‑scheduled for the workshop once the required engineering and survey information is available.
Staff also noted the updated zoning ordinance requires a stick‑built, full‑service restroom (roughly an 8‑foot by 28‑foot dimension was discussed) rather than a construction trailer and asked that the plan include a note confirming conventional construction for the restroom.
Next steps: The applicant is to survey and verify the alternative sewer routing; the commission will take the item up again at the workshop with updated sewer and construction details.
