Leominster committee opens discussion on proposed Human Rights Commission, asks for more information

Councilor Terry Noseworthy introduced petition 37‑26 on March 5 seeking an ordinance to establish a Leominster Human Rights Commission. The petitioner said the draft language was drawn from ordinances adopted in other Massachusetts municipalities and framed the proposed body as an educational and advisory commission intended to review discrimination concerns and advise city agencies.

"My intent was not for this body to be an investigative arm like the inspector general," the petitioner said, explaining the draft used standard legal language but that the goal was an educational, community‑facing body.

Committee members praised the proposal’s goals but flagged several issues they want resolved before moving forward: whether the commission would conduct formal investigations or function primarily as an advisory and educational body; potential funding and staffing (including whether the mayor would provide a staff position or whether grants could support a paid staff role); how appointments would be made consistent with the city charter; and outreach to faith, ethnic and youth stakeholders. Several councilors stressed that communities and local leaders should be brought together to refine the draft language and to ensure the commission’s powers and procedures are appropriate for Leominster.

The committee did not vote to adopt the ordinance and instead requested additional information, including a mayoral recommendation and stakeholder input, before taking further action.

What happens next: Committee members asked the petitioner to continue stakeholder outreach and asked the mayor’s office to provide guidance on staffing, funding and the administration’s appetite to proceed. The matter was deferred for further consideration.
