The Richmond City Board of Commissioners during its regular meeting approved a slate of ordinances and orders and heard staff updates on recreation and capital projects.
On the consent/second-reading slate the board adopted Ordinance 26-13 to accept the 2026 S31 supplements to the city code as submitted by American Legal Publishing Corporation, and adopted Ordinance 26-14 to amend the city's regular meeting schedule and order of business to reflect meeting locale and timing. Commissioners also adopted Ordinance 26-15 to create the Richmond Transportation Improvement District (authorized under KRS 184.350'.395), a designation staff said will improve the city's competitiveness for federal and state transportation grant funding.
The board approved Order 26-65 to reclassify a public works employee, moving Joseph Parker from Labor I to Equipment Operator I effective May 1, 2026. The commission voted to table Order 26-66, which contains three change orders for the Richmond Regional Sports Complex, so staff can confirm updated numbers from an afternoon progress meeting.
The commission voted to award Order 26-67, granting a 10-year nonexclusive telecommunications franchise to Windstream KDL LLC under the city's existing franchise framework (ordinance 22-08). When asked whether the franchise covers internet service, staff responded that telecommunications franchises are required for providers operating in the market, that agreements are nonexclusive to preserve consumer choice, and that current providers such as Spectrum retain existing franchises.
During the public comment and staff update period the city manager reported the Paradise Cove pool will open on the Friday before Memorial Day weekend; the Richmond Regional Sports Complex is advancing (some facilities may open in summer with full park targeted November 1); a mountain-bike course and artificial-turf fields are nearing usable condition for youth groups; and the "Trash for Cash" volunteer program pays $100 per mile to qualifying nonprofit groups and provides supplies such as bags and reflective vests through city coordination.
Commissioners gave brief community updates, including thanks to the fire chief for a new training center dedication and notes about recent statewide meetings hosted in Richmond that brought tourism and local economic benefits. The board recorded the closing motion and roll call as the meeting concluded.
