Everman CDC unveils draft strategic plan targeting business attraction, corridor redevelopment and workforce housing

City staff and the Community Development Corporation presented a draft strategic plan April 14 laying out priorities and measurable targets intended to guide local economic development.
The CDC's plan centers on four strategic priorities: business attraction and retention; catalyst sites and corridor development; community image and placemaking; and quality‑of‑life and workforce supports. Staff said the plan is organized around KPIs so the CDC can track progress annually.
Among the plan's stated objectives are recruiting at least three essential neighborhood‑serving businesses (for example grocery, hardware or primary‑care) within five years; marketing at least three priority development sites annually; launching a façade grant program in year two; and aligning at least $2 million in infrastructure investment with catalyst site development over 10 years. The plan also calls for feasibility and design for a community youth recreation center by year three and a target of 50 workforce housing units within 10 years.
Staff said the plan draws on market analysis and public input and that a business luncheon on April 23 will gather final local feedback before CDC adoption and a subsequent council vote on any funding recommendations. "This plan actually has KPIs and measurements that are going to be reviewed every year," a presenter told council, urging a focused approach to prioritize limited funding in targeted redevelopment districts such as Everman Parkway and the Enon Avenue corridor.
Next steps: staff will present final public feedback to the CDC board, the CDC will consider adoption, and any projects that require city funding or incentives will return to council for formal approval.
