Staff said the project preserves neighborhood compatibility and that design review and advisory review had recommended conditional approval. Neighbors who spoke (including Charles Goodman and Carla Buchanan) supported replacing the existing rickety carport with a two‑car garage, citing emergency access and parking safety on the steep cul‑de‑sac. The council adopted Resolution 2622 approving the project, 5–0.
Consent agenda and finance report: Council approved the consent agenda (items A, B, D, E and F) by unanimous vote, then considered item 10G (the fiscal‑year 2025‑26 third‑quarter financial summary) after it had been pulled for discussion. Council members noted a nearly $1 million positive variance nine months into the fiscal year and voted to approve item 10G; the motion passed 5–0.
