Trousdale County board approves two tenures, calendar, pay rubrics and two retroactive hard-to-staff bonuses; board names roadway in athletic complex

The Trousdale County Board of Education took several personnel and operational actions at its regular meeting on Dec. 18.
Tenure: The board voted by roll call to grant tenure to two middle-school teachers after the director recommended both. The motion to approve Kelsey Belchure was moved and seconded and passed with unanimous votes from members present. The board then approved tenure for Kyle Gregory by the same process.
School calendar and rubrics: The board approved the 2026–27 school calendar after staff reported teachers voted overwhelmingly for "option one" (101 of approximately 114 respondents). The board also approved the district’s 2025–26 strategic compensation rubrics; the only substantive rubric change noted was replacing the "ready graduate" measure at the high school level with a "college and career ready" indicator to align with state guidance.
Hard-to-staff bonuses: Two middle-school teachers asked the board to consider eligibility for the district’s hard-to-staff bonus after changes in state licensure pathways had left some experienced teachers ineligible under the plan’s existing language. After debate about whether to rewrite eligibility rules systemwide or issue a one-time remedy, the board voted to grant the two teachers the hard-to-staff bonus for the 2024–25 school year. Board members said they will revisit rubric language at an upcoming retreat to clarify future eligibility.
Street naming and signage: The board approved naming the portion of a roadway inside the fenced athletic complex for retired director Clint Stefford (the county had already approved the portion outside district property). The board agreed the district will cover the cost and installation of signage for the portion it governs.
Votes and procedure: Several items were approved by voice vote (agenda, consent agenda, calendar, rubrics) and the tenure items were decided by roll call with all members present recorded as voting in favor. The retroactive hard-to-staff payments were approved after a motion and second; the transcript records the motion and a voice vote in favor. Board members emphasized that future rule changes on compensation/eligibility will be handled formally and publicly.
The meeting also included routine director and principal reports and community remarks; the board adjourned following holiday reminders and a motion to adjourn.
