Daviess County Fiscal Court approves routine contracts, bids and appointments; outlines road-aid allocation

At its April 30 meeting the Daviess County Fiscal Court approved an array of routine contracts and bids — including $410,500 for new pickleball courts and a $3,800 design contract for a volunteer fire station door — ratified a $20,000 ASAP MOA and approved a $1,478,398.80 county road aid cooperative agreement for FY2027.
The Daviess County Fiscal Court met April 30 and approved a series of routine contracts, bids and appointments covering public works, parks, emergency services and intergovernmental agreements.
County treasurer Mr. Johnson presented Resolution 11-2026, the county road aid cooperative agreement, reporting the FY2027 allocation at $1,478,398.80 — down from about $1.8 million in FY2026 — and describing the standard 60%/30%/final distribution schedule and a 3% statewide emergency withholding. The court approved the resolution.
The court ratified a memorandum of agreement establishing the local ASAP board with a state-approved FY2027 budget of $20,000 and confirmed that the fiscal court acts only as fiscal agent for those restricted funds.
On facilities and vendor work, the court approved:
- a $1,800 lease for Kentucky Scholastic 3D Archery to use the Mattingly Target Shooting Range for a June tournament;
- a $3,800 design contract with Axiom Architecture to produce drawings and specifications to widen a center bay overhead door at the St. Joseph Volunteer Fire Station;
- award of bid 2526-55 to CM Construction Services for $410,500 to expand Yellow Creek Park from six to 14 pickleball courts with lighting;
- award of bid 2526-64 for crushed limestone and related materials to Moser Crushstone Incorporated (sole responsive bidder) at the attached rate schedule; and
- award of RFQ2526-71 to Tennis Technology for $19,935 to crack-fill and repaint damaged athletic courts at Stanley Park and Yellow Creek Park.
County staff explained contract and procurement choices during presentation of each item; the court moved and seconded the approvals and recorded in-meeting affirmative votes for each.
The court also approved a deed of easement on Lamplight Circle to accommodate relocation of a community notification siren and continued an established contract with the Daviess County Public School System to transport nonpublic students under KRS 158.115 (county invoices the school system and seeks state reimbursement).
