Harlingen approves Victor Park improvements after residents call for safety upgrades

Residents and youth‑sports leaders urged the Harlingen City Commission to invest in Victor Park, and the commission authorized a construction contract to begin a phased package of improvements intended to address safety and usability.
Victor Cepeda, president of the Harlingen Bronco baseball/softball league, told commissioners the fields show “significant wear and tear” that has created safety risks: uneven playing surfaces, inconsistent irrigation that leaves outfields bare, and dark areas caused by inoperable light poles. “We consistently report these issues…a lot of times they’re the minor repairs that are getting addressed. The larger issues continue to stay,” he said.
Carol Coronado, a local realtor and softball coach, said bleachers, dugouts and limited shade make it harder to host tournaments and create a negative first impression for visitors. “We’re asking for safety, pride, opportunity and a park that finally matches the talent,” she said.
Staff recommended awarding the Victor Park Improvements contract for a shovel‑ready package that includes a new parking lot, a basketball court with lighting, swimming‑pool renovations and a splash pad. Project engineer Isaac Ramirez said the package is funded with a mix of city general‑fund match (in‑kind), Community Development Block Grant dollars and a 50% Texas Parks & Wildlife grant; the next components—sports lighting for additional fields, concession upgrades, perimeter fencing, and picnic shelters—will be designed and bid in the coming 30–60 days. Staff said construction on the awarded package is expected to begin in May and the contract term for this work is 120 calendar days.
Commissioners voted to authorize the manager to award the contract after discussing scope and phasing. City staff also agreed to follow up with the Bronco league on ongoing maintenance priorities and timelines.
What’s next: Staff expects to return to the commission with designs and bids for the remaining Victor Park elements this summer. Residents asked for routine updates and clearer timelines on when visible maintenance and safety repairs will be completed.
