Huron council approves license allowing youth baseball use of Fabin Park fields and concession stand

The Huron City Council on Feb. 24 approved Resolution 10-2026, authorizing the city manager to enter into a license agreement that allows the Huron baseball and softball program to use Andrew L. Fabin Memorial Park fields 1–7 and the concession stand for the 2026 season.

Councilmember Mr. Klouse moved to waive the three-reading rule and place the resolution on first reading; after staff outlined the agreement the council voted for final adoption on a unanimous roll call. "This is our annual agreement with the Huron baseball softball program for the 2026 season," a staff presenter said, describing the fields and concession-stand dates.

City staff described the contract as covering field use beginning in April through late July with concession-stand access through Oct. 1 for season-related use. Staff estimated total fees under the agreement at roughly $4,500, citing exclusive field rights for fields 1–7, a per-child participation charge used to calculate program fees, and concession-stand utility estimates. The staff presentation noted the concession-stand health-permit arrangement changed this year so the program will obtain the health permit directly rather than reimbursing the city.

Council members asked clarifying questions about tournament parking and outside rentals; staff said parking charges are applied for outside tournaments but not for regular season games. The motion carried on unanimous roll call vote.

The council’s action authorizes the manager to finalize the license; staff identified no amendments to the licensed season dates or concession access during the meeting. Next steps are execution of the agreement and administrating field rentals and tournament scheduling under the terms approved by council.
