Sweetwater 1 board delays approval of administrative rehires amid state funding recalibration

Chair Wright called the Sweetwater County School District #1 board to order April 13 and opened the meeting with a statement noting the Wyoming constitution requires the state to provide public education and the district must respond prudently to sudden changes in revenue. Superintendent Dr. Libby told trustees the state's recent recalibration of school finance separates "siloed" funds earmarked for certified instructional staff from "non-siloed" funds used for maintenance, food service and other district operations.
"When we look at our silo funds ... the funding that we have from this year and the funding that we're going to get for next year is actually pretty close," Dr. Libby said, but added the district expects to be "in the red about $2.6 million" in non-siloed areas and will need to cover that shortfall from general funds.
As a result, Chair Wright moved to remove consent agenda item L (approval of recommended certified administrative staff rehires for 2026-27) to permit the board and administration extra time to review budget projections and negotiations with employee groups. "This would provide the board additional time to fully consider the district's financial outlook," Wright said before moving the item. Dr. Franks seconded the motion and it passed by voice vote.
Board members emphasized the action is procedural and meant to allow careful review, not an adjudication of individual employees. Wright closed by asking for patience from affected staff and families as trustees seek to balance statutory deadlines (the April 15 notice date for initial contract teachers was noted by administration) with the need for thorough fiscal review.
The board also approved the rest of the consent agenda and later approved dissolution paperwork for the Community Fine Arts Center board, with trustees saying they expected to revisit the community partnership and funding arrangement in coming months.
Next steps: the board will revisit the removed rehire approvals at the May regular meeting after the administration provides updated budget analysis, including finalized state allocations and any negotiated changes to benefits or staffing.
