Lupe, city planning staff, said the draft amendments grew out of a March 12 workshop and are intended to standardize how drive-through lanes, bypass lanes and pedestrian and vehicle separations are designed with safety in mind. The draft provides explicit language on bypass lanes, allows Planning and Zoning discretion in the downtown CBD where lot sizes are constrained, and leaves relief in B‑1 or B‑2 to the Board of Adjustment when strict compliance is infeasible.
During public comment Connie Clemens raised concerns about small pad sites where two side‑by‑side driveways may be impractical; staff said the CBD amendment includes discretionary language so the commission can approve deviations for unique downtown sites, while applicants elsewhere would petition the Board of Adjustment. Commissioners discussed whether bypass lanes must always be codified and whether painted lanes versus curbed lanes should be allowed; the draft preserves some site‑design discretion to avoid mandating an extra lane where configurations would be unsafe or impractical.
The commission moved to recommend the draft ordinance to City Council for consideration on May 11, subject to any legal or form revisions. The motion carried on a voice vote with no opposition recorded.
