Board says continuing-education uploads will begin Sept. 1 using NCSBN's ORBs portal; provider uploads to be phased in later

The Texas Board of Nursing told members on April 23 that it plans to implement Senate Bill 912's continuing-education tracking requirements using ORBs, the National Council of State Boards of Nursing's Lensure database, with a target effective date of Sept. 1.
John Vanderford, presenting a package of rule amendments to Chapter 216, said the board had received no public comments on the rule language and that an adoption order will be filed with the target implementation date aligned with the statute.
Nicole Buckingham, the board's director of licensing customer service, described the ORBs module the agency will use and gave members a blunt status update: "So the platform does exist. It is not super pretty. It's very rudimentary. So worst-case scenario, if September one rolls around we have something that will function correctly." Buckingham said the agency will prioritize a functional upload experience for nurses and will pilot third-party provider uploads later to protect data integrity.
Executive Director Kristen Benton said the first phase will let licensees upload CE documents themselves and that the board will build guidance and video walkthroughs to assist older or less computer-savvy nurses. Staff also described plans to develop a provider portal over time and to pursue outreach and training for employers and education providers.
Board members asked about features and whether the portal could become a de facto CE-tracking repository for licensees and employers. Staff said the goal is to allow nurses to upload records throughout the renewal cycle so they are not uploading at the last minute, and to give employers and approved third parties the ability to upload later once pilot testing demonstrates data integrity.
The board previously authorized adoption of the rules for Chapter 216; staff reminded members that the legal effective date is Sept. 1 and that additional features and third-party uploads will be phased in after launch.
What happens next: staff will publish user guidance and a video walkthrough, conduct pilot uploads for approved third parties, and communicate timelines to licensees. The board also will track vendor and hosting costs to include in future budget requests as needed.
