Kendall County advances VFD funding, election services contract and several operational approvals
Summary
The court approved first-quarter VFD payments, a joint primary election services contract, a move to county-owned cell phones for ticket writing, enterprise software contracts, facility design work and several routine approvals in a single open session.
Kendall County Commissioners on Dec. 9 approved a series of operational and budget items intended to keep county services running smoothly into FY26.
Key approvals included: authorization to release first-quarter payments to participating volunteer fire departments (Order O-20251209-2) so departments are not left waiting while FY26 contracts are finalized; approval of a joint primary election services resolution for the March 3, 2026 primary (R-20251209-1); and authorization to reallocate funds originally budgeted for specialized ticket-writer devices to fund 30 county-owned cell phones that will run ticketing applications and retain officer privacy and evidence integrity.
The court also approved an enterprise public-safety software-as-a-service agreement with Tyler Technologies (FY26 SaaS fees ~$50,372; implementation not-to-exceed ~$76,997), approved architectural/engineering work for 119 Old San Antonio Road (Berdick building) in an amount not to exceed $110,500 for early design tasks, and approved an amendment to the TCDRS retirement plan to raise the employer match for 2026 as discussed during budget hearings. Several routine consent items (minutes, donations, cash summary) and a fixed-asset transfer of a 2019 Chevy Tahoe to detention were approved by voice vote.
Commissioners asked staff to follow up on a narrow set of scheduling/contract details (for example, whether VFD insurance deadlines required advancing additional payments); staff said they could place a follow-up item on the Dec. 23 agenda if needed.
