North Penn board approves summer‑school fees with reduced rates and reimbursement for low‑income students

The North Penn School District board voted April 22 to reinstate summer‑school fees with concessions for students receiving free or reduced‑price lunch, Superintendent Dr. Bower said during the meeting. Under the approved plan, students on reduced lunch rates will pay 50% of standard course fees; students eligible for free lunch will face a reduced fee that is capped at $100 for a full‑credit course. Students who successfully complete the summer course will be reimbursed the fee, Dr. Bower said.

Board members said the changes respond to the end of federal ESSER funding that previously covered summer school. Dr. Bower told trustees the district surveyed neighboring districts and incorporated feedback to balance affordability and program sustainability. The program will be offered largely in an asynchronous virtual format to allow students to work or keep irregular schedules, the superintendent said.

During discussion, Dr. Tio and other trustees stressed the district’s commitment to ensuring students with hardship remain supported, noting existing internal systems that protect privacy and allow staff to apply fee waivers without publicly identifying families. Miss Hower described backend billing systems that recognize eligibility so families need not disclose their status at the point of payment.

Board members clarified how fees will be assessed for partial‑credit courses: reduced students would pay 50% of the pro rata course price, while free‑eligible students would receive a proportionally reduced fee (for example, a smaller flat fee for half‑credit courses). The board approved the consent agenda item that included the summer‑school policy change by voice vote.

The board and administrators said they will continue monitoring how the return to a fee‑based model affects access and will work to ensure students in need are not barred from participation.
