County details $5.9 million animal shelter bond, reports $499,349 in year-to-date spending

County finance staff and the mayor briefed commissioners on the new animal shelter financing and construction status. The county received USDA bond proceeds on Dec. 18, 2025 totaling $5.9 million and has a construction purchase order/contract for Place Services Inc. of $5,797,512.
Staff said year-to-date expenses related to the shelter total $499,349, which includes architect and engineering invoices and initial construction payments; the first contractor payment application to Place Services Inc. was $208,402. Bond-issuance and closing costs of $46,500 were paid from fund 151 (debt service) by approved budget amendment. Finance staff reported earned interest on the bond funds of $62,280.04 to date.
The finance update noted fund 151(debt service) has a current balance of $872,902 and is the planned source for semiannual debt service; the first interest payment of $96,465 is due June 18, 2026 and the schedule shows additional payments through Dec. 18, 2027 totaling $385,860 over the next 18 months. Staff said no property tax increase is required to fund the debt service and that the bond will be managed through the existing debt-service fund.
Commissioners asked about projected completion timing (contract term approximately one year, with the buildingenclosed/dry targeted by October and final construction by late winter), operations and maintenance (energy and water costs, potential to hire an onsite veterinarian to reduce outside contracted medical costs) and adoption/rescue partnerships; staff said the county will return with additional O&M cost estimates and staffing proposals.
Why it matters: The shelter is a multi-million-dollar county capital project now under construction with committed contract funds and an identified debt-service plan; commissioners will need O&M projections and a staffing/medical-services plan before the facility opens.
