The Wheeling Village Board on May 4 approved multiple ordinances and resolutions by roll call, including zoning variations to allow electrical equipment for community solar projects and other routine approvals.
Key outcomes - 13B (PV25-000014) — 1042 South Milwaukee: The board approved a variation to reduce the front-yard setback to allow ground-mounted electrical equipment needed to deliver power from a proposed 600-kilowatt rooftop solar system at a CubeSmart self-storage facility. The plan commission recommended approval and the board’s roll call was recorded as unanimous "Yes." Attorney Nick Standerford, representing the petitioner, said the site is constrained and "the only place you can put this stuff," noting proposed landscaping to mitigate visual impacts.
- 13C & 13D (PV26-00008 and PV25-0015) — 10004 South Milwaukee: Two related variations to permit front- and side-yard reductions for ground-mounted equipment and poles were approved after staff and the petitioner explained screening plans and the need to connect to nearby overhead lines. The plan commission had recommended approval; the board’s roll calls were unanimous "Yes."
- 13E (PV26-00005) — 77 West Hint Road (public works): The board approved increasing permitted fence height from 6 to 8 feet to meet a state fire marshal requirement around an above-ground fuel tank installed at the public works facility.
- 13F — 407 West Dundee (Wheeling Town Center LLC): The board authorized a 2,540-square-foot ground-floor medical office use within Wheeling Town Center; staff said the tenant buildout would bring investment and jobs.
- Consent agenda and financials: The board passed routine consent agenda items (parade routing, software license renewals, water-main construction agreements, property tax classification consent, and related contracts) and approved bills for April 15–29, 2026 by roll call.
Several trustees asked operation and safety questions during the solar-item presentations, including whether sidewalk projects would be affected and how equipment would be guarded or tied into electrical systems. Director Calp and petitioner representatives said permits and interconnection agreements (KMED/interconnection) would govern final safety and technical details.
The board closed the public meeting to enter executive session later in the evening to discuss pending or imminent litigation and land acquisition.
