Resident urges AED registration; Oviedo highlights free pool alarms and PulsePoint registration

Jacob Leio, a registered nurse and Oviedo resident, told the council during public comment that he mapped AEDs in the community and added about 30 city AEDs to the county AED registry (PulsePoint). “One thing that stood out is that many AEDs likely already exist in businesses but aren't registered,” Leio said, and he asked the city to use social media and business outreach to encourage registration because registration is free and can make devices visible to 911 dispatch and the public.

Chief staff and other city personnel described steps the city has taken: Oviedo’s fire department partners with the Wesley Seth Foundation to distribute free pool/door alarms (the program began in 2024; the department received an initial 600 devices and has distributed an estimated 200–300 to date). Staff also said the city changed fire inspection procedures to include checking for AEDs and, with business consent, registering those AEDs on PulsePoint to make them discoverable to trained responders.

Council members supported wider outreach: members asked staff to share information with the chamber and amplify the program on the city's social media channels. Council also discussed e‑bike safety after a council member described witnessing a collision in a neighborhood, suggesting regional education efforts such as partnering with Winter Springs Police Department and upcoming Calo meetings to pursue public education and enforcement. The council directed staff to pursue outreach and to prepare related proclamations and agenda items where appropriate.

The council did not take formal policy action on AED registration or e‑bike enforcement at the meeting; staff said outreach and inspection changes are ongoing.
