The Coffey County Commission approved a payment of $272,693.62 to River City Construction (Pay Application No. 28) for work completed on phase two of the county's Law Enforcement Center, and approved a set of revised change orders that together reduced items from the construction contingency. The motions passed by voice vote.
Staff reviewed work completed in the pay period (period ending March 31, 2026), including demolition, framing and mechanical/plumbing progress. Project accounting records and breakout sheets were reviewed before the board voted to authorize the payment. Project staff noted a clerical correction to the period-ending date on the cover sheet during the review process; the corrected application was approved.
Separately, the board approved revised change orders 48 (revised), 49 (revised) and 50 that addressed owner-requested finish changes, selected security additions and reuse/credits for courtroom furniture and judge's bench work. The combined action resulted in several credits returned to construction contingency; staff emphasized there was no change to the project guaranteed maximum price of $27,687,737. The board authorized the chairman to sign the change orders and instructed staff to forward executed documents to the contractor.
Commissioners were briefed that some items removed from scope will be repurposed (for example, salvaged pews and a portable courtroom unit) and that minor pickup costs may be invoiced separately and adjusted against the credits. The board requested continued close oversight of remaining change orders and progress payments.
