Council tables two abandonment items, approves multiple rezoning actions and contract awards

The Chattanooga City Council and its planning and zoning committee reviewed a slate of land-use items on May 5, tabling two right-of-way abandonment requests and advancing several rezoning ordinances with conditions.
Abandonments and tabled motions: Councilwoman Hill moved to table item 8A, closing and abandoning a portion of an unopened right-of-way in the 100 block of Turret Street, citing concerns that the abandonment could create landlocked lots; the motion was seconded and passed. Councilman Harvey moved to table the alternate version of item 8B (portion of unopened right-of-way in the 8100 block of Graham Road) after Public Works reported a failing PCI score of 39.54 and a petition from neighbors reportedly representing more than 200 families; the motion to table passed.
Rezoning and ordinance actions: The council approved a rezoning ordinance on final reading to convert properties on Shallow Road to TRN2. A rezoning ordinance for property at 4300 Dodge Avenue (CR regional commercial) was deferred one week to May 12 at the applicant’s request. An ordinance to rezone properties on Lynchberg Street to TRN1 passed first reading as amended to require parking be placed at the rear of each of the three units, following a motion and amendment by Councilwoman Dotley.
Planning staff summaries and conditions: Karen Renick (Land Development Office) summarized multiple planning cases. For a proposed convenience-store/gas-station rezoning at Shallford (Shallow) and Jenkins, staff recommended limiting the commercial area to the portion with the proposed convenience use and prohibiting uses such as car washes, hotels, animal care with outdoor areas and nightclubs to protect adjacent residential neighborhoods. For a request to rezone RN16 to INST to expand parking for Erlanger East, staff recommended that the rezoning be limited to parking as the principal use, that there be no vehicular access to Ferris Road, and that buffering (including a two-foot berm and parking perimeter wall) be required; planning commission additionally recommended a six-foot privacy fence along a shared property line after neighbor concerns.
Contract and procurement votes: Council approved a resolution awarding an on-call blanket contract for landscape architectural services to 12 consultants for year one, not to exceed $1.5 million. The council also authorized a joint funding agreement with the U.S. Geological Survey for realtime precipitation and stream gauges for emergency preparedness and flood response (total agreement $118,339; Chattanooga share $17,464).
Why it matters: The decisions affect land-use patterns, neighborhood buffering and access, and capital and operating workflows for public infrastructure. Tabling the Graham Road abandonment reflects council concern about infrastructure capacity and community petitions; the parking-focused institutional rezoning for Erlanger East responds to healthcare access needs while adding conditions to limit broader institutional uses.
