During the public-comment period, two residents raised concerns the council may address in future agenda items. Jack Dickin told the council he had seen press reports about a "no-bid 5-year $1 billion contract" for yard waste and urged the city to follow normal competitive-solicitation procedures to allow public scrutiny and possible bidders. "Put it out there just like the normal procedure," Dickin said, adding that even two local people he spoke with might bid if given the chance.
Later, Ernette Smith, a board member of the Jefferson City Community Center, urged the council to "uphold the originally approved use of Community Development Block Grant funding" designated for pedestrian-safety and accessibility improvements in the historic foot district, specifically naming the intersection of Duncan and Lafayette Street. Smith warned that reallocating the funds "undermines the integrity of the grant process" and could jeopardize future funding. She asked the council to move the project from committee to the full-council agenda and to reinstate any removed elements critical to pedestrian safety.
Both comments were received by council; no formal actions were taken during the meeting, but staff and council members acknowledged the concerns and the requests for future agenda placement and transparency.
