Finney County staff presented supplemental special-use permit application forms for natural gas energy systems and commercial wind energy conversion systems as part of the county's Article 36 special-use framework. The forms are supplemental to a base application and are intended to gather technical, operational, environmental, and decommissioning information necessary for staff, the planning commission, and the board to evaluate future proposals.
Staff said the forms are designed to improve transparency and standardize the review process for uses that may require broader policy consideration. The forms complement previously adopted supplemental forms for commercial solar, battery storage, and data centers and will allow staff to begin administering applications without delay, staff said.
During the public-comment portion of the item, Jackson Turner identified himself and urged a moratorium on "anything related to the supposed green energy propositions," telling the board he believes such projects are being proposed to serve a proposed data center and "are not for the people of Finney County." Turner said timing of meetings and limited public notice made it difficult for residents to weigh in.
A board member responded that the action before the board only adopts application forms and is not an approval of any particular project. After discussion, the board voted to approve the supplemental application forms for natural gas energy systems and commercial wind energy conversion systems, enabling the county to accept and review any future applications that follow the new format.
Commissioners and staff emphasized the forms are procedural and intended to collect information needed to evaluate projects should applicants come forward; no special-use permits for specific projects were approved at this meeting.
