County grants local approval for Compass Behavioral Health to access HUD Emergency Solutions Grant funds

Nicole Broyals, representing Compass Behavioral Health, asked the Finney County Board of County Commissioners to certify local-government approval so Compass can access 2026 Emergency Solutions Grant (ESG) funds administered by HUD.
Broyals said the ESG program helps individuals and families quickly regain housing stability after a housing crisis. When administered locally by Compass, the program will connect residents to housing resources while integrating mental-health and substance-use supports, she said. HUD requires local-government certification to ensure the county is aware of and supports the services funded within its jurisdiction.
Staff recommended approving the ESG activities and authorizing the chair to sign the required certification. Commissioners asked no substantive financial questions and a motion to approve the certification carried. Staff said there is no county fiscal impact and no matching funds are required.
The certification enables Compass Behavioral Health to proceed with HUD application processes; the nonprofit will be responsible for program administration and for meeting HUD reporting requirements if awarded funds.
