Commissioners approve Duke Energy support letter, adopt TPO MOU and proclaim Adoption Awareness Month

Duke Energy representative Jimmy asked the board to sign a short letter supporting a DOE/IIJA rural coal‑plant upgrade grant; commissioners approved the requested letter and staff said they would email the signed version to the requester.
The Board also approved the Winston‑Salem Area TPO MOU, which updates governance and reflects 2020 census changes; TPO staff explained that Stokes County’s weighted share on the Transportation Advisory Committee increased from three to four votes because of growth near King. The county’s expected share of the TPO local match was described as roughly 5% of the PL local match (an estimated $7,000–$7,400, invoice based on actual PL usage).
Finally, commissioners unanimously adopted a proclamation designating November as Adoption Awareness Month, citing county foster‑care figures presented to the board (128 children in foster care; 16 free for adoption) and encouraging residents to support foster youth.
