CRA board approves new property safety grant program, caps awards at $10,000

Vanessa Martin, acting CRA manager, told the board the program is intended for properties in the Central City and Northwest Progressive Flagler Heights focus areas and would provide awards “up to $10,000 for property ... security enhancement features,” including lighting, motion detectors and vegetation trimming to improve visibility.
The program will require successful applicants to maintain the security features during the forgiveness period, Martin said. She said examples include pruning hedges for sight lines, adding lighting and motion detectors, and other measures recommended after a police assessment.
Commissioners pressed staff about whether life‑safety equipment such as sprinkler systems could be funded when projects exceed the $10,000 cap. Martin and the city manager said the current cap is intended to allow broad participation and is tied to the FY 2027 budget allocation. For properties inside the focus area, the maximum award is $10,000; outside the focus area but still within the CRA district a lower $7,500 award would apply. City staff said the Central City allocation is $150,000 and the Northwest/progressive flagler (NPF) allocation is $130,000 — a combined $280,000.
The resolution delegates authority to the CRA executive director to approve awards and execute agreements under the program. After questions and a staff explanation of eligibility and process, the board introduced the resolution and approved it by roll call. Commissioners Herbs/Herps, Glman, Beasley Pitman, Vice Chair Sorenson and Chair Trent voted in favor.
Staff said they can return with an amendment if the commission wants to change the cap or prioritize specific types of safety measures, including whether a fire‑suppression element should receive a higher award in some cases. The board also asked staff to provide clear guidance for applicants on eligible work and coordination with the fire department and police for vendor and technical requirements.
What’s next: The CRA will publish program guidelines, accept applications from properties in the designated focus areas, and the executive director will administer awards under the approved delegation.
