Council approves annexation and MUSA map amendment for 16‑acre Bauer property; zones it agricultural preservation

Planning staff presented a request to annex about 16 acres near Zumbro Avenue (the Bauer property), to amend the 2040 comprehensive plan MUSA map to include the parcel and to zone it Agricultural Preservation (AG). Staff said the annexation was consistent with the orderly annexation agreement with Jackson Township and that the County favors the transfer because the corridor is functionally part of the city.
Council approved three sequential actions required under the process: Resolution R‑2026‑060 approving the annexation, Resolution R‑2026‑061 approving the comprehensive plan MUSA map amendment (a supermajority action) and Ordinance O‑2026‑009 rezoning the parcel to Agricultural Preservation. Council discussion was limited; staff confirmed the property owner and Jackson Township were notified and had no objections recorded in the meeting.
Staff noted the annexation will help the city assume maintenance responsibility for the Zumbro Avenue right‑of‑way that serves adjacent developments now under construction.
