Board approves nuisance demolition and two rezonings; finance update noted

Demolition: Resolution R-26-88 declared a vacant single-family structure at 112 House Street a nuisance and condemned it for demolition after multi-year exterior violations and an interior inspection found severe structural and foundation failure. Neighborhood Services Manager James Hardage said the owner has expressed an interest in saving the structure but has not filed permits; staff recommended demolition to remove public hazard.
Rezoning: The board adopted two map amendments. Ordinance O-26-16 rezoned 706 Golf Links Road from RN1 to RN2 to allow an applicant to remove an old residence and subdivide into moderately sized lots following Planning Commission recommendation. Ordinance O-26-18 rezoned 675 Beayshore Drive from RS (Residential Suburban) to RN1 (Residential Neighborhood 1) because a survey showed available land below the RS minimum lot size; the zone change will permit subdivision with 10,000-square-foot lots.
Financial update: Finance Director Karen Scott presented unaudited results through March 31, 2026: general fund revenue over expenditures of $676,249; restricted and unrestricted fund balances were reported for general, street, water and wastewater funds. Scott noted increased transfers to police/fire for capital and personnel and higher wastewater debt service.
Votes: The condemnation and the rezonings were approved by roll call as recorded in the meeting minutes.
What comes next: Staff will proceed with demolition procedures for the condemned property if the owner does not obtain permits, and planning staff will work with applicants seeking permits to subdivide following the rezoning.
