Supervisors approve insurance renewals, proclamation, fireworks permits and two revolving-loan transfers

Jackson County supervisors took several routine but consequential actions May 5, approving employee insurance renewals, a proclamation recognizing Historic Preservation Month, fireworks permits, a board reappointment and two business loan transfers.
Human resources director Becky Chapen asked the board to approve renewal of the county’s Wellmark health insurance plan through the Iowa Community Trust (option 12), effective July 1, 2026. Chapen said the renewal matched the county’s budget assumptions at a 6.4% rate change; the board approved the renewal and authorized Chapen to sign necessary documents. Chapen also presented a two-year vision-plan renewal through VSP (July 1, 2026–June 30, 2028) at a 0% increase with plan enhancements at no additional cost; the board approved that renewal as well.
Laura Carson of the Historic Preservation Commission read a proclamation naming May 2026 National Historic Preservation Month; the board approved the proclamation by voice vote.
The board approved two fireworks permits: Brian Peterson for a July 4, 2026 event in Zwingle (rain date July 5) and Tom Yearwood/Gearwood for a June 27, 2026 event (rain date July 18). Chapen and supervisors noted permit-holders must notify dispatch and emergency personnel so first responders know about the events.
Auditor reported only one application for a Jackson County Board of Adjustment opening and the board reappointed current member Ajon Erenss for a five-year term to May 6, 2031.
Finally, the board approved transfer agreements with ECIA Business Growth Inc. to support two revolving-loan fund loans: $120,000 (to assist Henrikson/Henrikson Property Group LLC doing business as Preston Family Chiropractic) and $182,610 to assist Mississippi Valley Metals LLC. The board authorized the chair and auditor to sign the transfer agreements; checks will be processed and presented in two weeks.
These routine agenda items were approved by voice vote during the meeting and will be processed and published per county procedures.
