Rio Blanco commissioners approve $441,489 in supplemental appropriations

The Rio Blanco County Board of Commissioners on May 5 approved Resolution 2026-15, a supplemental appropriation that adds $15,000 for the treasurer’s department and $426,489 to the capital improvement fund for an FAA-funded general aviation (GA) ramp project.

Lisa, who presented the budget update to the board, said the $15,000 is earmarked for new software for the treasurer’s office and that the $426,489 would be covered by FAA grant proceeds that the county is carrying forward. "This supplemental budget is for two different items," Lisa said. "The first is $15,000 for the treasurer’s department ... the second is for the FAA projects, the GA ramp project ... $426,489 and it will be covered by FAA grant proceeds."

In discussion, commissioners asked whether there was public comment; none was offered during the hearing. After closing the hearing, a commissioner moved to adopt the resolution and the board approved it by roll call. The resolution cites section 29-1-109 CRS as authority for the appropriation.

The county finance summary provided to commissioners shows operating expenditures pacing near 20–25 percent of budget through March 31, 2026, and noted that some revenues (for example, sales taxes and highway-user taxes) lag because of timing. Lisa told the board that property taxes were at about 35 percent of budgeted collections at this point in the year.

The board’s action to appropriate the FAA grant proceeds allows work on the GA ramp project to proceed under the county’s capital program; no further public comment was recorded at the meeting. The county will publish implementing documentation once the appropriation is processed.
