Roanoke City Council adopted three formal measures at its May 4 session, including a resolution to fund the regional government and educational access station and an ordinance allocating grant funding for local schools.
A resolution approving the Reno Valley Television (RVTV) FY 2026–27 operating budget was moved, seconded and adopted by roll call with all voting members in favor. Scott Ramsburg, RVTV’s cable access director, had presented the station’s annual metrics and asked the council to approve a modest operating increase tied to staff cost-of-living adjustments and rising insurance and IT costs. Ramsburg said the city’s share represents approximately 50.04% of RVTV’s operating costs. “Our mission is to make our community stronger, more engaged, and better informed,” Ramsburg said during his presentation.
Separately, council considered and adopted an ordinance to appropriate Commonwealth, federal and private grant funds for various educational programs administered by the school system. Vice Mayor Stephen Maguire and Councilwoman Vivian Sanchez Jones both announced a personal conflict of interest because they are employees of the school division and refrained from participating; the clerk recorded their recusals before the roll call. The ordinance passed on the roll call with five members voting in favor and two members recorded as absent from the vote due to recusal.
Earlier in the meeting, council approved the consent agenda — a set of routine items enacted by a single motion — by unanimous roll call.
