Evanston council approves liquor-license renewals, adopts pawn-shop ordinance on second reading and repeals council rules resolution

The Evanston City Council approved the renewal of multiple liquor licenses after staff confirmed applications were complete and published as required. A single recusal was recorded: Miss Hegman recused herself from consideration of the Joo LLC/Queen City Saloon license, which had been tabled until Sept. 17 at the applicant’s request.
On ordinance business, the council approved Ordinance 2407 on second reading. The ordinance amends local code provisions related to pawnbrokers and pawn shops to adopt provisions of Wyoming statutes regulating finance charges and maturities.
Council also debated and then passed Resolution 2459, which repealed Resolution 2326 (the council’s prior rules and procedures). Proponents of the repeal said 2326 contained redundancies, lacked enforcement or appeal processes and might conflict with constitutional protections; opponents argued 2326 offered useful ethical guidance and was redundant with an existing ordinance adopting Robert’s Rules of Order. The council voted to repeal and agreed to return to the issue at a future work session to draft replacement language.
The council also set a public hearing for Oct. 1 to consider a lease with an option to purchase real property at 196 E River Drive (the parcel referred to in discussion as the Sunset Cabin property), to be advertised as required by statute.
