Mr. Rogers described a requested revocable facility-use agreement under which Impact Church would use the facility at 1800 Race Path Avenue on specified days and times; Father’s Place would retain oversight and the arrangement would not transfer lease possession.
Several council members raised concerns about precedent and separation between city-leased facilities and church use; one council member asked whether council members on the Father's Place board should recuse themselves. Because the applicant’s representative was not present, and because the matter is contractual, the council voted to suspend any decision and include the item in the executive-session contractual discussions later in the meeting.
The motion to defer and add the item to executive session was seconded and carried unanimously; no contract was approved in open session.
