The Smyrna Beer Board unanimously approved a liquor license for a second Honky Tonkan Bout location at its May 4 meeting after the applicant described operations, manager staffing and security procedures.
Applicant Mr. Sprinkle said the new site will be a full restaurant and bar, offering live weekend entertainment including line dancing and live music. He said he and his wife will run the business as managers and described operating hours as Sunday 11 a.m. to 6 p.m.; Monday through Thursday 11 a.m. to midnight; and Friday and Saturday 11 a.m. until 2 a.m., with last call at 1:45 p.m. and closing by 2:00 a.m. on weekend nights.
Mr. Sprinkle outlined measures intended to prevent underage sales, saying staff will ID “anyone ordering alcohol,” require IDs at the bar and use an extra layer of security on weekend nights: “the extra layer on the weekend is your security at both entrances,” he said, adding the venue will use armbands and black-light ID checks he learned while training with the Oregon liquor commission.
A board member asked whether the applicant had considered nearby churches; Mr. Sprinkle said he had contacted the congregation closest to the proposed location. After questions from members, a motion to approve the license carried on a voice vote. Board staff noted a fee that was stated in the record as “6667” will be owed for 2026 and that license materials may be picked up at the window after 10:00; staff also said card payments incur a roughly 2.5% service fee.
The board did not attach additional conditions in the meeting record. The board set its next regular meeting for June 1.
