She said total program cash outlay could be as much as $40,000–45,000 depending on garment selections and that Emerald Promo, a local vendor represented in the audience, recommended sample items. Council approved the procurement variance on a unanimous vote.
On equipment, staff reported available FY26 funds from vacancies and other savings in the road department and solicited three vendor quotes. Under state contract pricing the low bidder was Dobbs Equipment (John Deere construction), and staff recommended awarding the purchase for a total cost of $287,900.60. Council approved the purchase unanimously.
Fiscal notes: Ms. Doran said $23,000 was budgeted for the free‑item period and could be adjusted if purchases exceeded that amount. The motor grader purchase will be funded from the fiscal year 2026 road department budget.
