Council advances three-year lease of hayland, approves $668K pay request and change order

At its Oct. 28, 2024 meeting the Aberdeen City Council approved a resolution of intent to lease around 32 acres of city-owned hayland to a private tenant for a three-year term beginning in 2025 and approved a construction pay request and change order for a public-works project.
Ron (staff) explained that state and local procedures require a resolution of intent and public notice for leases that exceed 120 days and involve more than $500. He told the council that the prior per-acre cash rent had been $50 and that the farmer (identified in the packet as Mr. Pall) agreed to raise the rate to about $62.50 per acre, yielding roughly $2,000 per year for the 32 acres; the council moved to publish notice and proceed with the formal lease approval process.
On infrastructure work, engineering staff said pay request number three covers water-main, sanitary and storm-sewer and related work on the project; a change order was proposed because the contractor shipped six extra storm-sewer pieces that staff repurposed for a recent pipe replacement, saving an estimated $5,000. Council approved the pay request and change order by roll call.
Jordan recorded roll-call approvals for the resolution of intent, the pay request and payment of the week's bills. The lease will return to council for final approval after the required notice period and any responses to the published intent.
