Aberdeen council adopts 2025 appropriations ordinance; staff warns IM 28 could force midyear cuts

The City of Aberdeen council moved and approved second reading and final adoption of Appropriations Ordinance 2491 at its Sept. 16 meeting.
City Manager Robin and staff reviewed the budget and told council members that while the adopted plan includes new positions (including three planned fire department hires) and capital investments, an unexpected midyear revenue loss—such as might occur if IM 28 were implemented—would require adjustments. Robin said some capital projects could be scaled back and some capital costs for water and wastewater could be shifted to utility users, while hiring schedules could be delayed.
Council members asked about a planned police mental health officer and were told the position is included in the budget and that part of its initial funding will come from opioid settlement funds to support early years of the position. The police chief noted increasing calls related to mental health and addiction and described the intended role as a certified officer focused on de-escalation, follow-up, and coordination with local behavioral-health resources.
After brief questions, Councilman Filberg moved and Councilman Norst seconded the motion for second reading and adoption. Jordan called the roll and the motion carried on recorded votes.
The ordinance adoption was procedural finalization of the 2025 appropriations; staff emphasized contingency planning in light of possible state action on IM 28.
