McCall council approves hangar development agreements and up to $200,000 from airport fund for Jacob Street waterline

The McCall City Council voted April 30 to approve a package of agreements enabling a new private hangar development at the McCall airport and to contribute up to $200,000 from the airport fund toward an estimated ~$800,000 water main upgrade across Highway 55 at Jacob Street.

Emily Hart (airport manager) told council the waterline upsizing would help achieve a 2,500‑gpm fire‑flow target for the infield, support additional hangar buildout, and is a permissible use of airport revenues under FAA grant‑assurance constraints. The project package includes hangar lease and construction agreements, taxi‑lane and tie‑down area improvements, and a statutory addendum; the Planning & Zoning and airport advisory committee reviews were described as complete.

Developer Matthew Falvy (Fal's Earthworks) said his team has increased the proposed infrastructure and reiterated that Falvy will pay costs above the city's $200,000 contribution. Emily presented a return‑on‑investment analysis the airport prepared showing leasable hangar square footage could recover the city’s investment in under seven to 14 years under certain rate scenarios; she also cited added amenities — a new taxi lane, tie‑down area and public restroom — that would generate ongoing airport revenue.

Councilmembers expressed support for balancing safety upgrades with fiscal prudence. After discussion, council moved and approved the contribution "up to $200,000" for the Jacob Street waterline and authorized the mayor to sign related documents; the vote was recorded as Nelson yes, Machzik yes, Thrower yes, Giles yes.

The same meeting approved the related hangar lease and construction agreement authorizing the mayor to sign. Staff listed follow‑up tasks including final design, contract execution and monitoring FAA grant‑assurance compliance.
