Port announces $16.4 million federal PID grant for Delong agricultural transloading project

Mr. Bowden told the commission that the Delong Agricultural Transloading Facility project, located adjacent to the Portsmouth Marine Terminal on CSX property, has been awarded $16,399,364 through a Maritime Administration PID grant.
"We were successful in being awarded $16,399,364 from the PID grant application," Mr. Bowden said, and staff credited commission members and city staff for their roles preparing the application. He said contractors report the project is progressing toward vertical construction and that Delong and port staff will now work through required paperwork with the city attorney and draft agreements to move the federal funds into the project.
Staff described the award as a major funding milestone and said next steps will include executing contractual and interagency documents required by the Maritime Administration and the city before funds are disbursed. Mr. Bowden indicated the funding is intended to be directed to construction and initial operations that will support jobs and commerce at the transloading site.
What’s next: staff will coordinate with the city attorney and the Maritime Administration to finalize grant documentation and return with recommended agreements and an implementation schedule for the commission’s review.
